House gutted
ITANAGAR, Aug 24: The dwelling house of one Goluk Kayi was burnt down along with properties in a fire incident at Botak Kayi village under Liromoba circle of West Siang district on August 22 at around 3 pm.
While informing this, the Kargu Kardi Students’ Union (KKSU) has urged the Liromoba EAC and district authority to provide relief to the affected family for their quick rehabilitation.
KKSU provided two blankets, mosquito nets, mattress and bucket etc. as an immediate relief to the victim family.

DAPORIJO, Aug 24: A team of officials from Land Management Department and All Tagin Students’ Union (ATSU) inspected the Govt. Hr. Sec. School, Dumporijo and Community Health Centre where encroachment of govt. land is going on unabated.
It is alleged that many individuals have erected permanent structures in those encroached land.
Encroachment is posing to be major problem for the administration not only at Dumporijo but also entire Daporjo Township.
Encroachment is so rampant that there is hardly any land left at Daporijo Hr. Sec. School for future development of the school.
While condemning the rampant encroachment of land destruction of govt. quarters, ATSU dismayed as to how the encroachers manage to get their encroached land allotted!
ATSU appealed to the higher authority to look into the matter seriously and evict all govt. land encroachers.
Parthenium awarness week
ITANAGAR, Aug 24: Krishi Vigyan Kendra (KVK), East Siang and College of Horticulture and Forestry (CHF), Pasighat organised parthenium awarness week from August 16 at CHF and Tebo village, Pasighat.
All together 26 farmers particapeted in the programme.
Dr Dinish Sah, Assistant Professor, Department of Natural Resource Management informed about introduction of the weed in India, its biology, propagation and dispersal and current status in the country.
Parthenium hysterophorus is an alien weed introduced in India during 1960s. It causes menace in agricultural field, non cropped area, health and environment and biodiversity.
Dr. Debashish Sen, Assistant Professor, Department of Natural Resource Management brifed on management pratices of parthenium.
Toge Riba, SMS, KVK, informed about scinerio of parthenium in East Siang district and to manage on community basis.

AAPSU seeks clarification from New Delhi on Chinese incursion
ITANAGAR, Aug 24: Taking strong exception to the Chinese intrusion in Chaglagam in Anjaw district, AAPSU condemned the central government for remaining a silent spectator and took the Union MoS (Minority Affairs) Ninong Ering, who represents the Eastern Parliamentary constituency, for maintaining stoic silence.
“It is shocking that New Delhi and Ering were silent spectators when the integrity of the nation was at stake,” AAPSU president Kamta Lapung said and demanded that the facts be made public to remove fear psychosis created in the minds of the Arunachalees.

Earlier in its first edition in 2012 the book was nominated in India Education Awards in the category of best education sector publication.
Launching the book as chief guest, Director School Education Tapang Taloh exuded hope that the book would be helpful to the students of Arunachal Pradesh to choose their career. “Arunachal students will have benefits in choosing their right career” Taloh said. The director further said that the book is important for students at early stage particularly for secondary and college students. He also added choosing right career would give perfect lives.

DDSE signs agreement with land donors
AALO, Aug 24: The Nomuk School in its 32 years of journey towards catering educational needs of the village and its vicinity was upgraded to Secondary School in the year 2012 and at present it is functioning without requisite classrooms, Headmaster and teachers quarters, boys hostel, staff common room, school auditorium and other essential requirements to function as secondary School to fulfill the growing needs of teachers and students from various feeder schools.
The visit of West Siang DDSE as Chief Guest in an well organized Land Donation Agreement Ceremony at Nomuk village on August 23 came as a great respite for the villagers as some of the demands of the school are likely to be mitigated through government schemes under RMSA and other sources.
The DDSE appreciated the land donors who donated around one thousand square meter of land for the extension of school and expressed his satisfaction that the land donors and people of the area are really concerned about education of their children. He appealed the headmaster and his team of teaching staffs to keep up their good efforts to run the school despite all limitations. There is a problem of infrastructures, teacher shortages, transfer and posting but efforts are on full swing to solve many problems of every school.

Brig Rajwant Singh, SM, visited Wakro and interacted with the girl yesterday. He also met the members of the local community and gave them a patient hearing about the traumatic life of the girl who lost her father few years back and met with another shocking tragedy a week ago when her mother passed away.
The Commander called this day a red lettered day as it was the first time that a girl child with deceased parents was chosen as beneficiary for the Education Sponsorship being undertaken by the 82 Mountain Brigade. He conveyed that the girl will be well provided for until she finishes college.
He also assured Army’s willingness to help and assist educational and other initiatives of social welfare.
The Commander, also interacted with the Apnes of the AVB and girls of the Kasturba Gandhi Balika Vidyalaya, much to their delight. He appreciated the institutions for their excellence and work towards humanity.

Protest against ‘police brutality’

ROING, Aug 24: They are not against police. They are against police brutality. These were the slogans by students in a rally held today against August 18 police beating of students.
Five students were allegedly beaten by police personnel at night while they were strolling near Eze River enjoying the breeze.
“We are not acting out of passion or emotions,” said Ashomi Linggi, President, Lower Dibang Valley Students Union (LDVDSU). “We want a crime free town but without police taking law into their hands.”
The rally organized by LDVDSU and All Idu Mishmi Students Union (AIMSU) started early in the morning participated by around 200 students.
The protestors gathered around Roing police station, holding placards and banners with message – ‘Justice to victims.’
Many students’ leaders like Linggi started organizing the protest rally after it sparked outrage among students over police high handedness.
One victim in his facebook update had written – “On the night of August 18 we were beaten mercilessly without any enquiry. They slapped me, abused me, and started hitting me with cane stick. When I asked what wrong I did, one of them (police) kicked me on my groin saying ‘Zabaan chalata hein.’ I pleaded them, begged them to stop, but they won't listen and continued with their merciless beating.”
However, there are also high expectations on police to act tough on miscreants, which sometimes lead to such police excesses.
One senior political leader writes in facebook that Roing Superintendent of Police is doing good job by maintaining strict vigil in the town. It had been difficult to move around during night due to shouting and breaking of beer bottles on roads.
“At night students should have been with books and pen studying hard to do well in future competitive exams,” he writes.

The AdiSU has also called for shifting of Eastern Zone Chief Engineer offices of various departments to the Eastern part of the state. It stated that shifting of the CE offices would be of official and public convenience coupling in good governance by equalizing and decentralizing for equitable development across of the state. It added that as the offices have been already divided into zones, the shifting of the offices must also be done.
On the educational front, the AdiSU has appealed for providing an immediate developmental package for infrastructural growth of Arunachal University at Pasighat and appointment of a Vice Chancellor for the University. It stated that a year has passed since the declaration of the Arunachal State University by the state government but nothing has been done for facilitation of the university on the ground.
Further it requested for sanctioning Rs 2 crore for boys hostel of four blocks at JN College Pasighat. Every year hundreds of students of JN College are forced to reside in rent houses due to absence of hostels, added AdiSU.
The AdiSU has also called the state government to intervene for early completion of the infrastructure at JNV Geku, Upper Siang. It stated that funds amounting to crores were sanctioned for infrastructural development of JNV Geku but the no construction has been done by the executing agencies till date.
Further, the AdiSU has demanded for directing the various companies for implementing Corporate Social Responsibility schemes. It stated that the many corporate houses are discriminating the local employees by depriving them of promotion, salary increments etc. Many companies while being incompetent themselves for carrying out the projects have been making excuses like hostile atmosphere from the locals. AdiSU alleged that they have misled the state government and its machinery due to the nexus with officials of state governments executing department.
The demands also included the immediate completion of Gandhi Bridge near Yingkiong Town and judicial enquiry into the cause of delay for the project. It stated that the completion date for the construction of the bridge has already been expired which had been sanctioned under NLCPR.
The AdiSU has also called for the CM’s intervention for early completion of the road
connecting between Cheyeing under West Siang to Migging under Upper Siang. The BRO
executed road is yet to see the light of the day although the works had started in
2007-
Pema calls for regular verification of project works
Tawang, Aug 22: The District level vigilance and monitoring committee meeting organized by the District Rural Development Agency Tawang was held at the DC Conference Hall on the 21st of August 2013.
Presiding over the meeting, Pema Khandu Minister RWD & Tourism urged the Panchayat members to come together in their respective Gram Sabha for a consensus on the selection of schemes and works to be implemented in the region. He further said that the Gram Sabha, if possible, may select proposal for works/schemes that require less material component. He also advised the project implementing agencies for proper and regular verification of the quality of the works.
Earlier, the Deputy Commissioner Tawang Abhishek Dev, welcoming the members, expressed and hoped that the meeting would prove to be a productive platform to review and redress the public and departmental grievances with regards to the implementation of the various programmes/schemes under the DRDA.
Lobsang Phunchu Project Director DRDA Tawang gave a detailed outline of the various programmes like SGSY, IAY, MGNREGA,etc and their progress of implementation in the region.
The house also discussed and reviewed the progress of all programmes of the Rural Development implemented by BDOs, programmes of Women & Child Development and Ministry of Tribal Affairs implemented by CDPOs, PMGSY implemented by RWD, Total Sanitation Campaign and Swajaldhara implemented by PHED and Nation Rural Health Mission implemented by the DMO.
Review of Various grievances/complaints and cases of aberration were the highlight of the meeting.
Parliamentary Secy Art & Culture Tsewang Dhundop, Parliamentary Secy Civil Aviation Jambey Tashi, Zilla Parshad Chairperson Jambey Tsering, ZPMs, Anchal Samiti Chairpersons, HoDs, BDOs and Officials of the DRDA Tawang and others participated in the meeting.

‘GBs are eyes and ears of administration’
TAWANG, Aug 24: A coordination cum introduction meeting of all the Gaon Buras (GBs) of Tawang district was held at the DC Conference Hall on Aug 23. Discussions on various topics and grievance were the highlight of the meeting.
Deputy Commissioner Tawang Abhishek Dev explaining the importance of the GB Institution, cited that the GBs are the mediators between the administration and the general public. “The GBs are the eyes and ears of the district administration”, said Dev stressing upon the fact that the GBs ought to assist the general administration in the successful implementation of the govt. policies and projects.
He also called for better coordination and support from the GBs for smooth functioning of the administration and also proposed for such meeting in the near future.
Earlier, Dr Dechin Droka CO (GA) gave a detailed power point presentation pertaining to the guidelines regarding the appointment, mode of selection, qualification, dismissal, power and responsibilities of GBs as per the Assam Frontier (Administration of Justice) Regulation 1945.
EAC (Judicial) R.D Thungon gave a brief outline of all the prohibitory orders issued by the district administration and the government. Keeping in view the language barrier, CO (Kitpi circle) Tenzin Jambey gave a detailed account of all the matters of the meeting in the local dialect.
President GB Welfare Association Tawang Kota Lama thanking the District administration for ‘enlightening’ meeting said that the GBs shall make every effort to assist the administration in all the possible ways. Earlier, inaugurating the programme, senior Pathologist and Superintendent (i/c) of General Hospital Pasighat highly appreciated the students and youths for voluntarily donating their best gift for the poor and needy patients. He highlighted about the importance of blood donation and removed the apprehension about blood donation.

Over 60 youths, including the students of Pasighat CHF and Agriculture Collage besides staffs and faculty members and some couples turned up for the blood donation camp defying the scorching heat.
Appreciating the noble efforts of the NSS and the blood donors, the dean of CHF, Dr AK Pandey laid stress on mass awareness programme on blood donation. He also emphasized on the nutritional requirement of women for controlling their anemic conditions.
